Pumpkins on front stoops say Halloween, but elsewhere the talk is of Christmas. With the job market improving, oil prices falling, and consumer confidence rising, the International Council of Shopping Centers has just forecast a 4% increase in holiday spending. The National Retail Federation is at 4.1%, and both are comfortably above last year’s 3.1%.
